Maricel Weischede, the founder of NZIHS, acted as the Representative for the Appellant. The principal issue for the Board is whether the appellant has special circumstances that would justify a recommendation to the Minister of Immigration that an exception to policy is made.

This is an appeal against the decision of Immigration New Zealand (INZ) declining the application because the appellant had not been included in her parents’ application form for residence in New Zealand under the Pacific Access Category when she was eligible for inclusion as a dependent child.
The principal issue for the Board is whether the appellant has special circumstances that would justify a recommendation to the Minister of Immigration that an exception to policy is made.
